Taiwan Receipt Lottery Fraud: 3 Held Over Two NT$10 Million Claims

Two Special Prize receipts worth NT$10 million each reached a bank counter in Penghu this month, and a teller did not like the look of the man holding them. The Spirit likes a long shot, but not a borrowed one.

Taiwan runs a sneaku little national lottery. Since 1951, every shopping receipt has doubled as a ticket, a scheme built to push shoppers into demanding receipts and make it harder for businesses to hide sales from the taxman. Electronic receipts can win too, and winners print a certificate at a convenience store kiosk to collect.

This month, at a bank in Penghu, the island county off Taiwan's west coast, a 28 year old man surnamed Chang asked to redeem two Special Prize receipts. NT$10 million each, about US$306,000 apiece, roughly US$612,000 between them. Officials described a double claim like that as unprecedented. WATATATATAFAK.

The teller was not buying it. According to prosecutors, the man looked nervous and the size of the request set off alarms, so the bank froze the transactions and called the police. A second man, a Chang aged 24, was there to claim a separate NT$200,000 receipt, and a third, surnamed Hsu, was questioned the same week. Somewhere in Penghu, a bank employee is having a quietlu heroic October. GWLUGWLU.

Investigators then found that the trio held more than 30 winning receipts. Between 6 and 18 October, they had already redeemed more than 20 of them and collected NT$199,600, about US$6,100. Chinese language reports add that the Ministry of Finance confirmed the real holder of one of the NT$10 million receipts had come forward with proof and been paid.

The puzzle is how the suspects got there. Lou Mei-chung, director-general of the Taxation Administration, said the redemption system had not been cracked, yet officials say they cannot explain how the suspects obtained the winning receipt data. They allegedly printed the certificates at iBon kiosks. On Tuesday 20 October 2026, the Penghu District Court ordered all three held for two months without outside contact, citing the risk of collusion, destroyed evidence and repeat offences. They face fraud charges and have not been convicted. Police are checking whether a wider ring or a data leak is behind it.

A lottery is supposed to run on chance. In this one, the only luck anybody can honestly claim belongs to a bank clerk with a good gut. Write it in the book of luck, with a bank stamp beside it: payment declined.

Every receipt a lottery ticket: genius idea or security risk?

No right answer. Just your gut, and the Spirit watching.
